master server and server in one computer

i am using a computer that is connected to internet, why when master server and servers are be together in one computer(i mean master server and server are running in one computer with one ip address), they are not working as public.

i pointed out they are working as local but my goal is that they are work as public .

again i am telling it is important for me that i use one computer for both master server and server.
