Mixing free with free + basic android license

Heya :3

From what i have gathered so far using the search function mixing the free and the pro version is not allowed.

But what about developing with 1 free license and 1 free+ basic android license? Would it be allowed to publish the game on android with just 1 basic android license?

(having worked on the game itselfs with 2 free licenses and 1 basic android that is :P)

or would every single developer need a basic android license?
