Creating Menu in 2D Game

I am trying to create menu for my 2D game. I have two options to create menu 1) Use NGUI 2) Use 2D Toolkit

But I have a question if I am using Unity 4.3 for 2D game development then I have to use any third party packages for menu creation.

Is there any feature to create menu using core unity feature? If my question is pretty low level then forgive me because I am new to this engine and creating first game.
