How can i draw text to a Texture2D?
Is there a way to draw text on a Texture2D?

No easy way I know of. Here is a blog post with a solution.
The post is older and therefore the code may needs some updating.

The proper way: you have to draw into RenderTexture and you can use it as a regular Texture. You need Unity Pro for RenderTextures.
You can also edit pixel values one by one in Texture2D, but that is very slow.
