Use 2D lighting

The above example scene is what I am working with. I am trying to make the scene dark with only the lights (ball light at the moment) lighting up the scene.

As you can see from the picture, fog isn't working, but I might just be using it wrong.

What can I do to make the scene dark while having lights that will brighten up the areas around it?
