photon free for unity free to android

Hi, I was reading some information on photon (for networking) and saw this: "PUN FREE comes with a 20 concurrent users app hosted in the Photon Cloud at no charge. It allows you to export to all Unity supported platforms in case you own a Unity Pro license. Unity free users can export to all platforms, except to iOS and Android." and also: "You have a Unity Free license and want to export to iOS Android? PUN PLUS allows you to export to all Unity supported platforms, no matter what Unity license you have. Not enough, it also comes with a 100 concurrent user Photon Cloud life-time plan."

I thought that maybe it isn't updated since unity free for all mobile devices isn't that recent, but does it mean for me to use photon free on Android I need Unity pro?
