Hardware usage for VideoPlayer

I have a PC with NVIDIA Quadro P620. When I try to use it to play a 4k video & 2 2k videos, the fps drop under 10. I find that, the gpu usage is 100% but the cpu only have 1X% usage.

Is there any way to use CPU for playing video instead of using GPU?
