startup initialization error with unity 3

We have a PC with Windows XP Pro, Version 2002, SP 3 installed and we get a "failed to initialize" error at startup.

I've added Unity to the DEP exception list and checked DXDIAG. This hasn't worked. Maybe we need to install another 3rd part plugin, like .NET or DirectX?
