Asset Store Submission Question

I seem to be having troubles with the asset store tool, at the top it says to login to asset store to get account info, i click that and it logs me in, do i need to be logged in before making the json file?

Also everytime i login and hit submit it brings up the Account Settings dialog asking for my Publisher Information. Then when i fill it out and accept terms and hit done it simply goes back to saying "Package Validated"and at the top tells me I need to login again

Any help would be greatly appreciated as its been 5 days now since i thought it was submitted
