Can't paint more than 8 textures on terrain

My project is created from HDRP template. When I try to add more than 8 layers on a terrain and then paint with one, my whole terrain becomes black, or only the part, where I painted the new texture, if I turn off the lighting. My terrain is imported from lower version Unity (2019.1 to 2019.2) and created by Gaia. I tried to create new terrain and new scene, but both had the same limit, only 8 layers.

@warthos3399 I am having the same issue but it happens after only 4 textures. The first 4 work fine but the rest show up black. If I remove one of the working layers then the next one that wasn't working starts to work. Using URP template. 8 is Unitys limit, you can only have 8.

I had the same issue, after relaunch it works With CTS, you can grow to 16
