is it possible change picture or video content once published?
Is it possible to give more information regarding your problem. What have you tried? What research have you done into the question? What is your actual issue?
I have a project that requires me and my $$anonymous$$m to build a Computer Assisted Instruction software for a 6th Grade science class.
I wanted to make it a 3D type of CAI software and implement a third person $$anonymous$$i game with it.
$$anonymous$$y problem is one of the requirements for this project is that it should be maintainable. So that if our end user ($$anonymous$$cher) wanted to change some of the pictures or videos of the software he could do so if needed.
After my Unity 3D project becomes a .exe file can I still change content in it like pictures or videos?

Have a look at the WWW class in Unity. You can set your textures to an image from a url. Once you replace the picture / video file online keeping the same filename, the application will automatically update, since you are calling from the url either at startup, or every so often, I wouldn't do it on every frame.
Right. $$anonymous$$eep in $$anonymous$$d the an URL doesn't need to describe a resource on a webserver. You can use the WWW class to load files from the local filesystem unless you don't target the webplayer. In this case you can only load external stuff from the webserver your game is hosted.
Okay... so I can load picture and text just fine... but I'm having problem with video... can you please help?
The videos must be in Ogg Vorbis format(ogg or ogv). Here is $$anonymous$$iro, a free converter that supports this format.
