Asset Store Publish Versions Don't Include 2018.3

I am an asset store publisher. There are some changes in 2018.3 that I have to address specifically.

I would like to publish a new package, but when I upload the 2018.3 version of the package and go to set the metadata on that version, 2018.3 is not an option in the Versions information dialog.
