What is the best way to find adjacent triangles on a mesh, so that their normals could be used to create interpolated normals?

This post: "Lower-level way to find NEARBY TRIANGLES on the mesh" explores the question. Their conclusion seem to be that it was a choice between brute force and building an Octree.
