XML to Custom Asset Parser, cant get the code to work when refactored

Hi, I'm coding an XML to CustomAsset Parser, when I tried to refactor the code in red part, I can't get it to become true inside the if().

Can anyone point out what I did wrong?

Also, it became error if I didn't putted in Static in the function.
