can an animator make a small games without the help of a programmer. And can i animate asset store models in 3d studio max?
i will be learning animations and cameras because im not a good artist or programmer. One thing that concerns me the most is not that i will be a bad game developer but that i wont get a chance to try. So my as my question states i want to know if an animator can just make small games by downloading assets from the asset store.

Yes, start with a visual scripting asset like Playmaker. Some assets are already animated enough where you do not need to create new animations for them, however the answer to your second question is also yes - asset store models can be animated in any external 3D package. The animation/rigging controls will have to be added to a base rig/model in order to control them efficiently - but that is a common task for an animator to create before animating.
