Starting a multiplayer car game only by the server?

Hello, I've completed building the network multiplayer car game, but i've two issues: 1. how to start the race so that when the server presses "Start Game" the game should start? 2. How to decide the winner? I coded these for a single player but i'm stuck with how to do this for a networked multiplayer
