Advanced movement and camera controls (Angrybots-ish)

I do not know if this still exists, but can anyone point me to the right direction? I want a camera script and a character controller that is very similar to this game: http://www.youtube.com/watch?v=aLnUMNtPPLc I know it is in UDK, but a similar style would be very helpful. Also, I have all the resources, such as the 3D model, but only this I remain unknowing of. It is similar to the AngryBots demo, i suppose.
