Whats the best way to setup a screen like this...

What would be the best way to tackle a design like this:

The idea is that it will have an animation in the middle a some text and the top and bottom to walk you through it.

But I also want to be able to add a full screen mode that would allow the animation to fill the screen if that is selected.
