Can latest mobile gpus handle 2 milions + triangles ?
Can a game run at 30 fps if the whole scene has more than 2 millions triangles ?

No. That's a bit too high. Your scene might be able to have 2m triangles, but you'd need to use occlusion culling and view port culling to limit the visible triangle count to closer to 250k tris, which is closer to what the GPU can manage.
