Do I have to buy iOS pack before starting the development?
Actually, the question is next: Do I have to buy the license before I start making the actual game targeted for iOS? Or I can begin the work, use some iOS tools within the engine and pay before I actually try to sell the game or at least export it to the iOS-type game project?
As far as I know, the ones like ShiVa engine provides such an option. I am actually at the moment of choosing the engine and just a beginner in game development, but Unity engine looks like the best solution, but it would really matter if there is no such an option.
I would be really grateful for some help with this one!

Technically you can. But there are some downsides. You won't be able to build or test your game without the license, but you will be able to script it, as you can't test it your scripts would have to be very solid. What I did was make my game for computer first, once you've done that, buy the license and start inputing the on screen joysticks or whatever your doing, then your done.

I really, really advice you to buy Apple developer account before you start game development. You will be able to test each version of your project on device with it. It's really necessary if your first target is iOS. You will be surprised when your fully-working on Mac or PC version will fail on iOS with first load, if you won't test actual versions every day...

Thanks for help and advices. For now I will try to create something playable and worthy with the default license and after that buy Apple developer account and redevelop it for the iOS.
