I need to publish an app to iOS and Android. Both need custom splash screens. What do I need to buy?

You need to buy Unity Pro. It's required for custom splash screens, see the license comparison here: http://unity3d.com/unity/licenses
You also need to buy iOS Pro and Android Pro because you can not have Unity Pro features on iOS and android without them. Which means either $225/month subscription or $4500 to buy.

Sure - you can do what you want after the Unity splashscreen has appeared, and to do that you can publish to Android/iOS using Unity Free.
