Slow down or cause to wait
I have a web build that has substance designer textures used in it. The problem is if a computer loads the web build to quick they start up as blue and never fix. How do I slow the loading or stop it from going into the scene before the textures are loaded?

Have a scene before the one you are inquiring about and use the below command. Get Stream Progress returns a 2 decimal percentage. once it reaches 1, the level is fully loaded.
if(Application.GetStreamProgressForLevel(_levelToLoad) == 1){
//Load your level here
}
