Playing Video with Opacity

For an upcoming project I need to be able to play a video on top of another one. The top video needs to be able to have the full range of opacity. It will play until a certain point, then pause until the user clicks to continue. The background video is just going to loop in the background.

Is there any way to accomplish this using movie textures? Is there any useful plug ins? Other methods?
