Vibrating/Blur Character

Hello i'm currently working on a Reverse flash game, i have made the running animation and model in blender

but i would like to create a vibrating animation in unity, how would i achieve this? like this -

That is a video post effect, blur. You should research post effect - but I don't know if you can apply a post stack effect on just one object in Unity. Check out the post effect stack. Probably best to research a blur shader - to mimic that effect.

Since i am making a flash game i would like this effect to be seen as the player plays the game , can i make an animation for this in blender . your help is appreciated.

I don't use blender. You could render out of 3D as sprites - with a type of effect, but the effect in 3D would be more complex than what can be provided in an answers post. Good luck! Consider using a different development/publishing platform if that type of effect is required.

I'd use a post effect.
