You need a license to release games using NGUI. The free version is for evaluation and other not for profit purposes.

not sure about which license you aks... (NGUI? UNITY?)

but keep in mind that NGUI free have a water mark on the screen and should be for testing and developing purpose only. if you don't care about this i'm sure that NGUI developer wan't care too.

well, NGUI free is free... with water mark. UNITY free is free, no matter which NGUI version you use. (it have some limits but you can release games for mobile and web for free)

It seems that it depends on whether you will be selling the game. From the post that announces the release of the trial:

What's the catch? Aside from the non-commercial usage restrictions, NGUI's "Free Edition" message will be shown when you launch your application, and NGUI's watermark will appear in the top-left corner.

i believe that if he release free game without make any income from it it still "non-commercial"... but i'm not sure.

From the press blurb:

You can now get all of NGUI's features for development, evaluational, educational and/or internal use with the Free Edition.

That does not say it is available to make games that make no profit.

I think we need a bit more info from the OP...

Technically you don't need a license to develop either way, only release. Its quite funny how I never cared about this stuff as a student but now the first thing I check when considering a new tool is the license terms...
