Should I use a character controller on enemies?
I am using a character controller on the character controllable by the player. Is it a bad idea to also use a character controller on the enemy players? They are controlled by scripts, not people.

nope thats what its for.
Character controllers are for objects whose movement is not realistic. well not realistic in the sense that its not strictly speaking in line with the laws of physics.
However if you dont use physics normally you can't get collisions
if you do want collisions but dont want to use physics based movement you want a character controller. sounds like you meet the definition. :)
