It's probably your Shadow Cascade Split configuration in Quality Settings.

I know this is old but for future visitors you slide the black bar between the splits. Make cascade 0 bigger.

Changing the Shadow Cascades to "Two Cascades" from "Four Cascades" fixed the issue for me, but ruined the look of the shadows I was going for. I ended up keeping "Four Cascades" and just increased the "Shadow Distance" from '200' to '1000'.
This fixed the same circle shadow issue I was having in my game. Using Unity 2019.3.7f1 on a MacBook Pro (15-inch, 2019)
Edit > Project Settings > Quality > [Shadows] > Shadow Distance > 1000
Not a magic value, just a much larger value than 200. I came to it by increasing the original value until I didn't notice the circle artifact anymore.
Thank you so much! I was having this issue and your solution worked for me :) Although I have no clue if increasing the shadow distance from 200 to 1000 will impact performance greatly.
