Move a player's arm with the mouse

Is it possible to link a character's arm movements to the movement of the mouse, preferably toggled? Obviously within the constraints of the character's arm reach and flexibility.

There's a free asset (in the store) that does this for a character's head. I would think that it would be usable for the arm as well. Sorry I forgot the name. I think it's something obvious like "Head Animator".
