How to Force small Screen size on (x)large Android screen ?

How to force 320x480 screen size on higher screen size [eg: 480x800] ? i have been looking forums and other sites. All Talk about GUI, adjust Aspect Ratio. What If i want to show the the small screen on large screen as shown in the attachment img. I tried modifying manifest.xml with API 13, it dint work. alt text
