Does Unity Pro include mobile licenses?

Just wondering if buying/subscribing Unity3D Pro includes licenses for Android/Blackberry/iOS/Windows Phone. So in essence, is it possible to publish (legally) a a mobile game to all these platform with only just Unity Pro?

Android/iOS: Nope, the Unity Pro does not include licenses for these platforms. If you wish to publish your game/application on the store (Apple Store/Google Play) you should have a Developer account (~100$/year)

I have developer accounts for both iOS and Android. So does that mean I would only need Unity Pro to publish to these devices if the company makes more than 100k a year?

This answer is nonsense. Unity licencing has nothing to do with having a developer account for the Apple/Google Play Store.

Standard mobile licenses are free; buying Pro doesn't change that. If you want the Pro licenses for iOS and Android then you need to buy iOS Pro and Android Pro. Blackberry Pro and WP8 Pro licenses are included with Unity Pro.

per http://unity3d.com/unity/faq#section-450 "Large entities with over $100,000 in revenue may not use any Basic Add-Ons". So if your company earns more than $100k gross and you want to make an iOS/Android Unity game, you need both a Unity Pro licence, and the appropriate Pro iOS/Pro Android add-on
