Cannot rename new layer
When I try to create a new layer I cannot rename it.
The 'User layer #'s.' remain solid blue when I try to rename them.
Could this be a bug in my version of Unity?

I had the same issue a moment ago. For some reason clicking in the right panel wasn't allowing me to type any text.
I had to close Unity, and then reopen it. Once I did that. I was able to just click in the text box to the right of a layer, and start typing to update the layer name.

Don't get me wrong, but you know that It's two separated fields for each layer? One label, for example: "User layer 2" and then it's an input field to the right of each label. Just checking ;-)
To add - click in the 'blank' space to the right of the visible label, its not very user friendly UI in that sense.
