How does one make an 1970/80s TV filter shader?
If you've ever seen old news or TV shows from the 80s and 70s, colours seems washed out, there's blurring and bright lights seem to "trail" across the screen. Also, there's the basic static and distortion of the screen due to problems with the tape media. I want to make a shader which mimics all this and then place it on a plane which faces the camera.
Can anyone help write a shader that does this?

describe the target platform that this shader should be used on
The target platform is the PC, and high end PCs at that.

also unity pro's Chromatic aberration filter will be a big help as will it's noise filter
