Why does a terrain heightmap's size = a PoT + 1?

I've been scouring the internet, but I can't find a clear answer to this. I only know that it's a common thing. Nobody seems to say why.

It seems that by default the terrain in Unity is 513x513, not 512x512. Why is this?
