Hi, guys. Now I'm wondering if I need to pay $99 to upload games for mac to app store (not for profit purpose). Also, do I need to pay $99 first before I upload the games somewhere else besides app store?

You need to pay a $99 Apple developer fee if you want your apps on the Mac App Store. Same for the iOS App Store (separate fee).
what if I want to upload it somewhere else (i.e : Big Fish), do I need to pay it?
Not really, since the only iOS store you can (legitimately) sell on is the iOS App Store.
