How to make Enemy on scary game ?

I'm making a scary game project...

I have a few questions :

how to make a enemy follow the player use teleport, , not running ,and the enemy does not work to scare the player for a while,and the enemy can surprise Player, suddenly was in front of us or around us, and the enemy is always staring Player...

maybe this game almost like "slenderman" or " SlenderMan survivor",

I've been looking for a script about the slender man , enemy following me with running do not teleport like that I want... and always in the back of my.
