How do I make a UI element in world space cover a game object in the scene?
I am using the new gui system in unity 4.6 and I'm trying to get add a panel to appear over a game object in world space. I want the panel to be positioned at the location of the gameobject and to scale to match the size of the object's bounds. Is there a way to do this and how?

You can get a collider's bounds and extents, and you can use them to inform the scale of a UI element. See Collider and UI docs for more info. It takes some effort, but I've done the same kind of operation before.
