Dear All,
I have got cloth model which has bones. Is it possible to attach these bones with fixed joints to other animated character's bones and animate it with this character? Like make character put cloth on.

No, a FixedJoint only works between Rigidbody components, which is nothing to do with rigged meshes, body shaped or otherwise.
You could combine the objects in a modelling program. You could then use SkinnedCloth for physical animation.
You could in code move the cloth to the character bones every frame.
