Trouble with 2 Navmesh Agents going in circles, but should find eachother

I have a weird case when 2 navmesh agents that are suppose to find each other, then fight, go in synchronized circles and they wont go anywhere near each other (because they are going in synched circles). They should each find the closest enemy and then go to their position which they sometimes do and everything works fine, but sometimes they go in synched circles.

I put this on a bigger scale then just a pair of them and I found that about 80% of them go in circles and the rest do what I want to happen (find each other).

Is it something about canceling each other out when using the 2 agents or something different, because like I said they sometimes work, but most of the time they don't.

p.s. (I use the add-on Playmaker for the coding side)
