How can I track the location of other people in the unit? Imagine that they are in different cars in a limited area where I have the topography. How can I track their location on that topography and see where they move?

I think I don't really understand your question. What "other" people do you mean? You know that the GPS is not a system that tracks anybody. A GPS receiver only receives information from the GPS satellites. It does not send anything. It doesn't even have any sending capabilities. Any GPS devices simply receives the position and timing information from at least 4 satellites and based on that information a GPS device can determine it's own position. It does not send anything anywhere. If you want the position information to be available to someone else, there has to be some piece of software or hardware that actually does this. However this is not part of GPS.
When you talked about "other people" which have a GPS receiver you probably talked about people which have a modern mobile phone with a built-in GPS receiver. In this case those people need to install some kind of software which actually reads the location information from the GPS module and use some kind of information transmission to communicate the position of the device to others which can receive this information. The information could be send to a central server on the internet (of course requires an active internet connection) or a device could try to directly reach out to other devices via bluetooth, wlan, adhoc-wlan or whatever that device has available for communication with other devices.
