Distributing Free Games
Okay, so I have literally read through the entire license agreement and still can't figure this out. So if I remember correctly, when distributing games developed in unity that are intended to be free to play you may only distribute to up to 1000 electronic devices. Is this true or can I mass distribute? Also I know that if you sell the games that you have to pay Unity a royalty. Is there still the same thing for free-to-play games?

I will say this, though: I don't know what license you're reading, but it sounds completely different from the one I'm familiar with. Unity's licensing FAQ specifically mentions that they don't charge royalties.
There are a few restrictions on the free version, but I'm not sure what language suggests a limit on the number of users.
I have to agree with @rutter - I have literally no idea where you got the snippets you're quoting - I've not aware of any limit on number of devices or a royalty. I'm not even sure how you could reliably measure the number of installs - are you thinking of some sort of embedded device, perhaps?
