Buffered RPCs Only Sent To One New Client

The problem I am having is that buffered RPCs are only being pushed to one client. On server start, some GameObjects are Network.Instantiated. These instantiation RPCs are successfully pushed to the first client to connect - all is well.

However, when a third client connects, or if the second disconnects then reconnects, the RPCs don't get sent again, so the GameObjects don't get instantiated on subsequent clients.

To test this, I wrote a test RPC the just prints a debug line. On server initialization, the server calls this test function in RPCMode.AllBuffered. The debug line prints on the server, on the first client to connect, but no subsequent clients.

Thoughts?
