How to rotate a GameObject in all directions

I need to know how to rotate a game object in all directions. Please Help, in Javascript or if you can't in any code language will do. Thanks

What do you mean by 'in all directions'? I can't tell if you didn't figure out basic movement or you're going for a perlin-based movement or whatnot. Please specify your question.
