Can't Move Around Run in Background is ON

Hello,

I have a simple question, with a possibly complicated answer. I want to continue to be able to use the controller/keyboard to move around whilst the application doesn't have focus.

I've got Run in Background ticked, and the application is running, but I can't seem to move around when I click into another window.

It's very important that I get this to work because another app needs focus for what I'm doing.
