ML agents Tensorflow error in cmd windows on time of setup

please tell me how t o solve this problem. i have changes in setup.py but its not working from my side. thats the link i am follow https://github.com/Unity-Technologies/ml-agents/blob/master/docs/Installation.md

i have installed through pip not want to use anaconda and docker so please tell me only through pip .
