how to create tab in your one window

I created a window for AI, like the built-in windows (inspector, navigation...), but I need two tabs: one for charter settings and another for the teams of the game (Players + Allies | Enemies), just like the tags in Navigation or Lightmaping. How can I Create those tabs?
