Does anyone know if this license can be used for commercial purposes? Has anyone actually purchased it?

That is a commercial add-on, so yes, it's exactly like the Android Pro you buy off the Unity webstore, except you have to be a student to get it. You'll need the Pro editor, of course (4-100135-1).
