Unity Asset store submission: Pack manager not importing prepared pack

I have made some assets for the store and prepared the package just like the submission guidelines and the package manager wont import my package for json file editing. Any and all help will be appreciated.

sorry everyone i just realized that this is a development build and doesn't have a new version of asset store tools prepared :).
