The editor API allows scripts to add features to the Unity editor. Plugins are something different.
What I say about plug-in is freestyle which we made for our artist or designer who don't know script to use!
For example, A shader editor which is node type. We made it for artist who don't know script.They can use it to work without program$$anonymous$$g!
