Are C#/JS/Boo scripts compiled at build time?
Are game specifics scripts, such as those we create in the editor, compiled to .NET/Mono IL at build time? Or are they kept as strings and interpreted at runtime as "ordinary" scripts (such as the Javascripts on a web page)?

They are compiled to IL. (And further compiled to native code with AOT compilation on iOS).
