Fracturing the actual mesh that makes up the building is actually pretty hard and requires good geometric knowledge and coding skills, but there're a few things you can do to avoid having to deal with that yourself.

You could buy an asset that handles these things for you and allows you to set them up in the editor. It seems there's a pretty good one here, if you're willing to shell out the 60 bucks: https://www.assetstore.unity3d.com/#/content/9411

This one is cheaper ($10) but it might only work for single walls: https://www.assetstore.unity3d.com/#/content/331. Maybe you can tweak it to work on an entire building.

If the destruction doesn't have to be physical and non-deterministic, but is purely for visuals, it's also possible you can get away with setting it all up as one big animation and then just playing that when the building collapses.

If none of these are an option, then there's only the long, hard road left, and you have to code it from scratch yourself. That's going to be quite educational, I'm sure, but beware that arbitrary mesh destruction is a pretty daunting task if you're a beginner (not making any assumptions, just saying).

You can do this multiple ways. The easyest way is to use a program like Blender. There you can use diferent tehniques but basicly what im saying is to create an animation.Check out this clip: http://www.youtube.com/watch?v=R7NCVCgHx8U
